2012 Strategic Plan

Local California chapters have looked to CALBO to lead, coordinate and promote national code adoption efforts. CALBO has struggled with developing positions, as the organization has placed local control of our diverse jurisdictions as being primarily important. However; CALBO wants to assist local California chapters with statewide coordination of code development proposals. In your Chapter’s opinion, how can CALBO better assist in your national code development and adoption efforts?

In an effort for CALBO to better coordinate between local California chapters the development of codes, a codes page will be created prior to the 2012 ICC Annual Business Meeting on the existing CALBO website. Each chapter will receive one “Moderator” log-in password, where each chapter will be able to pot and code development matrixes prior to international code development hearings. As appropriate, and upon the successful change to the CALBO bylaws, CALBO may take a larger role in advocating certain policies and code changes to the national codes.

In addition to the code development page, a forum will be created on the existing CALBO website for code discussions amongst members. This section of the website will be password protected and “Member’s Only.”

In response to the chapter’s requests for greater training on the international code development process, training will be requested from the code making bodies. This training will be coordinated through CALBO and availed through chapter meetings, CALBO events, and educational training offerings.

Maintaining a strong presence with the State Legislature in Sacramento has become a primary goal of CALBO and the coordination of our advocacy efforts. Ensuring that code development goes through the proper process (regulatory) as opposed to legislators writing code is a fundamental obstacle that CALBO seeks to overcome. To promote this goal, CALBO has created programs, such as our “Leadership & Advocacy Day,” or State Lobby Day, to involve our members and chapters within our advocacy efforts and better educate our elected representatives. How can CALBO better assist Chapters in participating within our advocacy efforts, thereby, promoting public safety in the built environment to our state elected leaders?

Leadership & Advocacy Day will be reactivated in 2012 and expanded into a two-day leadership conference. Chapter Presidents, Legislative Committee Members, Chapter Legislative liaisons, and BOLA program participants will be invited to the leadership conference, which will include training on state laws and the legislative process. Interaction with CALBO leadership will be coordinated and highly encouraged. This event will be open at no to low cost to participants.

One of CALBO’s primary functions is to provide quality, informative and relevant education and training programs to our members. Since the inception of the CALBO Training Institute (CTI), many education and certification programs have been created. At the 2012 Annual Business Meeting, CALBO’s newest program – The Building Officials Leadership Academy – will be launched, seeking to develop the leadership potential the current and future generations of Building Officials. With a statewide presence and the need to train in all areas of California, CALBO sometimes struggles with the coordination of local Chapter training opportunities. In your Chapter’s opinion, what education and training programs carry the greatest value and how can CALBO better coordinate our training efforts with your Chapter’s offerings?

Whenever possible, all CALBO classes will be available for registration online, as well as via registration form, no later than six weeks in advance of the offering.

CALBO will work to provide training in more remote locations, and will offer no less than 10% of all trainings in rural areas of California.

CALBO will continue to develop web-based training that is accessible to all. It is anticipated that in 2012, over 20 webinars will be offered online.

CALBO will develop a publications schedule and sell selected course materials separate from training offerings.

CALBO will continue to encourage all chapters to post their independent training offerings on CALBO’s Master Calendar.

Building departments throughout California are going through a great deal of change. Resources have become scarce and workloads have risen, making it hard for many members of local building departments to participate in outside activities, such as Chapter meetings, educational events, and code development hearings. What can CALBO do to help Chapters and jurisdictions to promote the need to participate in these valuable outside activities?

CALBO will continue to partner with the League of California Cities and the California State Association of Counties on legislative matters, offering building department and local government expertise as appropriate.

CALBO will continue to participate in the League of California Cities annual conference with a booth in the expo. CALBO will develop a program for submittal to the League of California Cities for possible inclusion into the conference program.

CALBO will reach out directly to Local Government Administrators and Officials with articles that promote the building official profession and involvement within the community. These commuiniques will be designed to tell a “story” that will resonate with such parties, thereby promoting outside activities for the building official.

CALBO provides many essential services to local California building departments. Many of these services are collective and provided to the overall building and code enforcement community as opposed to just CALBO members. Sometimes CALBO has a hard time promoting itself and these services, as our communications and public relations strategies can be limited. How can CALBO better promote itself, the services that the organization provides, and the overall building safety profession?

CALBO will develop policy committee webpages on the existing CALBO website for committee members to post reports of work that is currently being completed.

Communications efforts with the membership, in addition to external stakeholders, will be revamped seeking to better articulate the work that is being completed by CALBO. This will include a monthly President’s Message, a monthly Committee Chair/Board Member update, and inclusion of any press advisories from current events in CALBO News.

The financial position of our jurisdictions, local chapters and CALBO is a daily concern to us all. The loss of building official positions statewide, the consolidation of departments, and the overall loss of building official members at the chapter and state levels has caused a great strain on our profession. In an effort to better fiscally stabilize CALBO, the organization seeks to diversify its revenue sources relying less upon training programs and membership dues. To better serve us all as California Building Officials, what ways can CALBO better diversify its revenue sources?

The CALBO Board will consider raising the price of membership dues.

The CALBO Board will consider hosting an additional meeting as a cooperative venture with the Fire Service. This event would look beyond existing CALBO members, and seek to facilitate dialogue, training, industry representation, and shared revenue between the Fire Service organizations and CALBO.
