A Special Message from Your 2021-22 CALBO President

Dear CALBO Friends and Colleagues,

As I begin the second summer, of my extended tenure as your CALBO President, I have much to report. It was great to come together, both in-person and virtually, in Newport Beach last month for the Summer Conference. This hybrid event was a great opportunity to share information and reconnect in ways that we had not been able to since the spring of 2019. Thanks go out to all of you who joined us at the conference however you were able.

As we settle into the summer months, I am reminded of an adage shared with me by CALBO Past President Jeff Janes. Apparently, years ago Jeff worked for a county administrator that asked him if his plate was full…he said ‘yes’. He smiled back at him and said to get a bigger plate. As working code officials, most of us have already transitioned to “bigger plates” to keep up with the demands that are expected of us by our elected, management and the citizens we serve. With that, CALBO seeks to not only maintain the size of our plate but also expand it a bit as we prepare for the future.

As you have most likely noticed, CALBO’s 2021 Education Weeks have been launched and are available for registration. This year Ed Weeks are offered in a hybrid model in San Ramon in September and in the traditional on-site style in Ontario in October. Although we are at the end of the triennial cycle, the CALBO Training Institute (CTI) has worked hard to develop topical, managerial, and contemporary curriculum drawing from within, and outside, the codebooks. I hope to see you at an Ed Week; details are available at www.calbo.org.  

You have probably noticed that what was to be a quiet year for government affairs, has been anything but. CALBO’s advocacy efforts on your behalf have been as strong as ever. I commend our members who stepped forward to serve on Code Advisory Committees with the California Building Standards Commission, and the Legislative Committee that worked hard to see that the best interests of our industry were represented in the State Capitol. SB 617, a bill that would have required automated plan check review was defeated, while the bill’s sponsors and CALBO were able to find common ground on a budget request that provides monies to building departments seeking to improve technology upgrades in plan check and permitting. The balanced and positive approach we take to legislation and advocacy efforts ensure that CALBO remains a player in state lawmaking, always with a seat at the table.

Looking to another CALBO Past President, I always remember David Khorram saying that “Building safety operations often resemble team sports.” I could not agree more with that sentiment. The work that CALBO does in advocacy and training is definitely a team effort. I must take every opportunity to thank members who serve on policy committees; CTI commissioners, instructors, and course developers; my fellow board members; and the CALBO staff. Without the collaboration of all of you, I couldn’t look so great as your leader. And speaking of looking good, congratulations are in order! At SEAOSC’s 2021 Safer Cities Awards Program, CALBO Board Member Andrew Stuffler was honored as the recipient of the Safer Cities Building Official of the Year award! Andrew could not be more deserving with the time and expertise he has given the industry. Congratulations, Andrew! But wait, there’s more!  At the same program, CALBO was honored to receive the Partner of the Year Award! I want to thank SEAOSC for recognizing CALBO’s work as we look back on the pandemic and valuing our continued partnership.

Lastly, I would like to thank the local ICC Chapters for the hospitality in the virtual meetings that I have attended over the preceding year. I was honored to recently attend and provide CALBO activity updates at the Southern California regional meeting, the Tri-Chapter in the north, SVABO, Napa-Solano, Redwood Empire, and Shasta-Cascade chapter meetings. As California has reopened, your CALBO Board and I look forward to seeing you in person more. The great attendance and member engagement at these events once again demonstrate the commitment you have to ensure public-safety for all of our communities – thank you for making a difference every day.

A Special Message from Your 2021-22 CALBO President

Dear CALBO Friends and Colleagues,

We made it! Welcome to a new and emerging year at CALBO, I’m glad you’re here. As we say farewell to last year and apply our lessons learned, I would like to express my gratitude to you – our resilient members. I have been honored by your support, personally and professionally, as CALBO evolved during these unprecedented times. From hosting a virtual ABM, to launching CALBO webinars, and wrapping up the year 2020 with the successes of the hybrid socially-distanced training, you supported CALBO. You are the reason CALBO is here, to support and promote our profession. Together, we are accomplishing so much, yet there is so much yet to do.  

Ahead into 2021, I’m looking forward to seeing more faces and fewer screens. This year ahead is going to give us many opportunities to make this reality happen. Kicking off this year with our hybrid socially-distanced “Summer Conference” is our answer to coming together as a profession. Please join us in Newport Beach in just a few weeks. We even added in a mini-education week to give you more reason to join us.  You can look forward to our core education weeks in San Ramon and Ontario returning, in addition to a full-scale annual business meeting next March in Los Angeles. Bring your smiles and your desire to reconnect, because we are all ready to put real pants back on and visit.

I mentioned our Summer Conference and mini-education week in Newport Beach is right around the corner, but I’d be remiss if I didn’t thank those who are working to make it happen. A special thank you to CALBO partners, sponsors, and exhibitors for your support and participation at this upcoming event. Your commitment to the profession and industry has been unwavering and I’m excited to see you in person. I know I am not alone in this sentiment, so thank you for supporting us as your community.

Understanding Wildfire Mitigation, Response and Recovery

Ten percent of homes in California have a wildfire designation of moderate to extreme risk. This course is intended to assist in identifying your community’s fire risk based on the building science to fire propagation and damage to structures. The latest Chapter 7A building code requirements are discussed for exterior protection of structures and fire code vegetation management requirements intended to mitigate fire damage. This course also covers building department response strategies for plan reviewers, inspectors and counter staff that have been utilized in recent fires to assist in the assessment and rebuilding process. Building-safety professionals interested in learning more about Wildland Urban Interface are encouraged to attend.

California Accessory Dwelling Units of Today and Tomorrow: What We’ve Seen and What’s to Come

This course reviews the recent history of and emerging trends in attached and detached accessory structures, such as accessory dwelling units (second unit dwellings) (ADUs), junior accessory dwelling units (JADUs), garage conversions, granny flats, and much more. Conventional construction requirements and prescriptive structural and non-structural requirements for ADUs are discussed, including references to the 2019 California Residential Code. Building officials, building inspectors, permit technicians, and plans examiners are encouraged to attend to become familiar with the current requirements of California law related to ADUs to understand local jurisdiction authority to regulate these structures and how ADUs are distinguishable from other types of new alternative housing styles.  This course provides an overview of ADU framework of today and tomorrow that continues to evolve, including resources and checklist examples created by building departments throughout California.

2019 California Electrical Code: Residential and Commercial Inspection Procedures

This course covers residential and commercial inspection procedures for compliance with the California Electrical Code, Green Code and Energy Code, including but not limited to: residential – receptacle layout, AFCI, GFCI requirements, required circuits, wiring methods, services, sub-panels and grounding for new and existing installations for inside and outside. Other subjects are covered, including commercial – wiring methods, wall and t-bar inspections, sizing boxes, box fill, de-rating conductors, expansion fittings (when required), 3-phase for WYE/DELTA panels and transformers. Safety Assessment Program: Evaluator and Coordinator Training

The primary focus of this course is to train building inspectors, architects, and civil engineers to perform field evaluations of buildings and other infrastructure for damage along with how to rate the safety significance of that damage. SAP inspectors will be prepared for disaster assessment and the required documentation. This training is also approved by the Federal Department of Homeland Security for homeland security grant funding and provides local governmental representatives with information on how to estimate the local needs for evaluators and other resources that may be needed in response to a local event, how to request the needed resources, how to effectively manage those resources, and how to manage the information gathered by those resources. Up-to-date materials published by the Governor’s Office of Emergency Services (Cal OES) are provided.

Understanding Access Law in California: Accessibility, Statutory Case Law and Code Enforcement

This course is designed for public works engineers, building officials, senior plan reviewers, senior inspectors, and architects. It presents the structure of law and application with respect to access standards for projects built with private and public funds. Attendees learn the following: the hierarchy and relationship of constitutional, statutory and regulatory laws associated with accessibility; how access civil rights law, statutory law and case law relate to construction standards, permit processing and code enforcement in California. It is designed as an informational aid, not a legal requirement, to assist public officials in the administration of state and local public policy.

CALBO Committee Update
Important Announcement for New Membership Year

A special thanks to the CALBO Committee Members this past year. It was a challenging year to stay on task and manage professionally and personally, but each Committee did its best to ensure the progression of goals despite the challenges of COVID-19. 

Committees hold the great responsibility of moving our organization forward within prominent issues affecting our industry. To continue their momentum of past goals and projects, CALBO Board of Directors is freezing current committee appointments for the upcoming 2021-22 CALBO Membership Year starting on April 1. Each Committee Chair and Member have been notified with an email from President Shane Diller.

Committees are asked to continue business as usual by meeting regularly, creating resources, and providing up-to-date information for the benefit of our organization. CALBO Committee applications for the 2022-23 CALBO membership year will open in early 2022.
